2024 Manhole Chimney Seals and Full Spray Linings Project

Our Upper Gwynedd Township Wastewater treatment plant will be starting the 2024 Manhole Chimney Seals and Full Spray Linings Project.

This project is being done by Advanced Rehabilitation Technology and will run from mid-October 2024 through November 2024.

Draft Comprehensive Recreation, Park and Open Space plan

Upper Gwynedd Township, Department of Parks and Recreation, is excited to announce the draft Comprehensive Recreation, Park and Open Space plan (CRPOS) is now available for Public Comment.

The draft plan will also be presented at the Board of Commissioners public meeting on Monday, October 14, 2024, at 7:00pm. Please submit all public comments via email to both Tim Adams at tadams@simonecollins.com and to Sarah Prebis at sprebis@uppergwynedd.org.

Microsurfacing/Milling

Upper Gwynedd conducts an annual roadway maintenance program for the purposes of maintaining and extending the life expectancy of its roads. Microsurfacing is one of the options available to the Township and has been recommended by the Superintendent of Highways for the following roads: Muhlenberg Drive, McIntosh Way, Conway Place, Lafayette Road, Stirling Drive, Twinlyn Drive, Scott Way, Pulaski Drive and Flintlock Drive from Supplee Road to the cul-de-sac. NovaChip is an ultra-thin bonded wearing course used during this process. The primary benefits of using this thin layer of asphalt are improved skid resistance, enhanced ride quality, and most importantly, the longevity of the existing overlay is extended.

The Township's contractor will begin milling around manholes and inlets on Monday, October 7th. There will be no traffic issues during the milling. The schedule will be released as soon as possible. Once the paving application process begins, it typically takes several hours, so you may need to plan alternate routes. We appreciate your patience and understanding as this work is being completed. Roadway Sealing- Stoney Creek Development

Beginning Monday, July 29th, our Public Works Crew will be sealing the curb line along roadways within the Stoney Creek development.

The roads include Girard Ave, Jackson St, Allen Way, Beth Drive, Stoney Creek Ave, State Street, and Whitney Place. We ask that you avoid parking in the street and use caution while in these areas. If you have any questions, please contact our office at 215-699-7777.

2024 Milling & Paving Program

Upper Gwynedd Township's 2024 Milling and Paving project is currently underway. This Thursday, 6/27, the Township's contractor James D. Morrissey, Inc will begin milling the Stoney Creek Development with Paving to begin on July 1st. Weather permitting, the milling and paving should be completed by July 10th. Notice of upcoming Sanitary Sewer work

On Wednesday, June 19th, Mr. Rehab will be performing Township sanitary sewer mainline spray lining on Green Street & Towamencin Avenue. They will continue onto Rosemont Avenue on Thursday, June 20th. There will be approximately 850 ft of sanitary main being lined.

The Township uses the process of spray lining to repair any cracks or leaks to our sewer pipes. It is a cost effective way to maintain our valuable infrastructure. It also reduces the disruption to residents and commuters by not requiring the sewer pipes to be dug up and replaced.

Update: W. Prospect Ave Stormwater Project to begin 7/1

As part of the Township's continuing commitment to stormwater management, a project that will help alleviate issues on West Prospect Avenue between Pennsylvania Avenue and Highland Avenue will begin the week of July 1st.

Crews will install storm pipe and catch basins on West Prospect Avenue to address stormwater issues, especially in the winter when temperatures drop and runoff can freeze.

Construction will now start the week of July 1st and continue through July 12th, weather depending. West Prospect Avenue will be closed from 7 a.m. to 4:30 p.m. Crews will coordinate access with residents. Highland Avenue will be the detour around the work area. Please use caution when driving in the area.

The work is funded through the Upper Gwynedd Township Capital Fund.

Upcoming Sanitary Sewer Maintenance

Beginning in May 2024, the Township will be embarking on an Infiltration and Inflow (I&I) reduction program for sanitary sewer laterals and mains. This work is being done with the help of a grant from the PA Department of Community and Economic Development (DCED).

The work scheduled includes the installation of VAC-A-TEE® trenchless excavation cleanouts on lateral lines to provide access, followed by a cured in place lateral liner installed from the sewer main by remote operated equipment. Nearly one thousand feet of sanitary mains will also be lined during this project.

These include some of our oldest lines, which are made from vitrified clay, and prone to root intrusion.

This project will be taking place in the following areas of the Township listed.

• Towamencin Ave.
• Rosemont Ave.
• Green St.
• Jackson St.
• State St.
• Beth Dr.
• Clearbrook Rd.
• Moyer Blvd.
• Gosling Dr.

These repairs will cause very minimal disruption, as not every address on these streets has a defect in the Township maintained portion of the line servicing them.

North Wales Road Trail Crossing Project

Remington and Vernick Engineers (RVE), on behalf of Upper Gwynedd Township, has authorized the contract work for the North Wales Road Trail Crossing to begin this week. Armour & Sons Electric, Inc. is estimated to begin work on Wednesday, April 17th and will be working on this project over the next few weeks. There will be construction of a new mast arm, flashing lights and sign installation for the new crosswalk. The purpose of this construction is to increase the safety and walkability for our pedestrians crossing North Wales Road. This project has been funded through the Montco2040 Grant Award.

The PRIMARY ELECTION is coming up on April 23rd! Usually our primary elections are held in mid-May, but this year they were moved up by a few weeks.

UGT Trails Studies Map

203 & 205 Church Road Superfund Cleanup

The Superfund site cleanup for the former Telefex site, located at 203 & 205 Church Road is expected to begin the week of November 6th and continue through January of 2024. There will be increased truck traffic in this area and trucks will be following the route outlined below. This remediation project comes from an executive order through the EPA to remediate contaminated soil at this site. The EPA will be providing oversight of the cleanup activities. Upper Gwynedd Township Public Works Department will continue performing road repairs on Monday, November 6, 2023, through Thursday, November 9, 2023 on Township Line Road between Swedesford & North Wales Road and Swedesford between School House & Township Line. Road Closure-State Street

On Monday, October 16th, State Street will be closed between Girard Avenue and South Broad Street from 9:00am until 2:00 pm.

Manhole Maintenance Work

On Monday, October 16th, our Wastewater Treatment Plant has scheduled Advanced Rehabilitation Technologies to begin chimney sealing and manhole spraylining.

Performing this maintenance prevents inflow and infiltration into our sanitary sewer system while extending the life of our infrastructure. We ask that you use caution while crews are working in these areas.

EAC Info Session on Plastic Waste

Americans generate over 35 million tons of plastic waste each year and less than 6% gets recycled. Our communities are overrun with litter, trash is piling up in our environment, and single-use plastics are polluting our waterways and oceans. Once there, plastic will remain for hundreds of years, if not longer. Single-use plastics, including bags, utensils, straws and polystyrene containers, are a profound threat to global environmental and public health.

The Upper Gwynedd Environmental Advisory Council (EAC) has been monitoring regional initiatives aimed at curbing single-use plastic pollution, and has surveyed residents and businesses in the community to learn about public practices, interests and goals as it relates to single-use plastics.

More than a dozen states, including our neighbors New Jersey, New York, Delaware and Maryland have enacted state-wide bans on some forms of single-use plastics. In Pennsylvania, municipalities are leading the charge with 23 local governments enacting ordinances to curb single-use plastic waste, including Philadelphia and Pittsburgh. In Montgomery County, 9 municipalities have ordinances in effect or recently passed.

As momentum grows in our region for action to reduce plastic waste on the municipal level, the EAC will be hosting an information session on this initiative on Wednesday, October 4th at 6 PM in the Upper Gwynedd Twp. Public Meeting Room at Parkside Place. The session will feature a presentation by Penn Environment and the Clean Air Council followed by Q&A. This information session will take the place of the regularly scheduled EAC meeting.

Microsurfacing to begin next week 8/28

Weather permitting, road microsurfacing will begin this Monday, August 28. Roads that will be treated are:

Supplee Road from Garfield Avenue to Tricorn Drive
Flintlock Drive from Supplee Road to Patriot Drive
Patriot Drive from Flintlock Drive to Valley Forge Drive
General Nash Drive from Garfield Ave to Patriot Drive
Powderhorn Drive
Musket Drive
Tricorn Drive

Roads will not be closed during the work but lanes will be restricted and there will be no off-street parking. Work will occur between 7 a.m. and 5 p.m.

Roads will be microsurfaced using NovaChip instead of Ralumac. NovaChip is more seamless, leaves less gravel and residents seem to prefer it over Ralumac. The switch was made in part due to requests from residents.

NovaChip is more expensive than Ralumac so some roads that were planned to be treated in 2023 will now be treated in 2024. Those roads are:

2023 Road Paving Program Update

As of this morning, all of the road paving for the 2023 Road Paving Program has been completed. The Township will be coordinating with our contractor, the schedule for completing the line striping. Stay tuned for updates.

Upcoming Road Closure on Moyer Blvd.

To better illustrate the new expected route, please see the posted detour route. Traffic that would otherwise go through that stretch of Moyer Boulevard will be diverted to W. Point Pike, Morris Road, and North Wales Road. We thank you in advance for your cooperation.

2023 Road Paving Program Update

Upper Gwynedd Township's 2023 Road Paving program is underway. The Forrest Lane and Rexdale concrete & curb ramps have been completed. Here is the tentative schedule for the next two weeks of the program:

Thursday (6/29) – milling of additional area, which consists of the lane closest to S. Broad Street. The area is being milled and padded (to minimize the noticeable difference in roadway surface), and signed for motorists on Sumneytown Pike to be notified of the uneven surface.

Wednesday (7/5) – paving to be done beginning at this location and working forward on S. Broad Street

2023 Road Paving Program - Update

Upper Gwynedd Township's 2023 Road Paving Paving program has been delayed and is set to begin on Monday, June 5, 2023. The program will begin with concrete work on Forrest Lane & in the Rexdale Development. Here is the tentative schedule for the first two weeks of the program:

June 5th-June 6th: Forrest Lane ADA ramps
June 6th-June 16th: Rexdale Development ADA ramps

The contractor will then be moving to the milling & paving of the following streets: South Broad Street, Hancock Road, and & Forrest Lane. We ask that you use caution in these areas while they are working!

White Oak Road & Meadowbrook Road Stormwater Project

The Public Works Department will be working on a drainage project to improve stormwater flow at the corner of White Oak Road and Meadowbrook Road beginning Monday, April 10th.

The duration of the project should be two weeks, weather permitting. Please drive carefully in that area while crews are working.

Manhole Casting Project

Our Wastewater Treatment Plant & Public Works Departments are starting their Manhole Casting Replacement Project this week. The upgraded new manhole castings have a watertight seal which will assist in the elimination of inflow of stormwater in our sanitary Collections System.

Its important for the Township to minimize the amount of stormwater & groundwater from entering into the treated sanitary sewer system. This project is projected to run until the end of June. Streetlight Procurement Program starting soon!

Construction for the Township’s Streetlight Procurement program is set to start either next week or the following week. As part of the program, the Township has purchased back our streetlights from PECO and will be upgrading our streetlights to LED.

This will allow the Township to control the maintenance of our lighting and offer valuable benefits such as: reducing energy consumption by 50-75%, improve lighting performance and quality, increase safety, reduce light pollution, and save the Township over $250,000 over the next 20 years! Once the project starts, construction is estimated to take approximately 13 working days to complete all Township owned lighting. We ask that you use caution when you see a crew member working.

UGT Sewer Cleaning & Televising Project-update

Our UGT Wastewater Treatment Plant continues to work through the Cleaning and Televising Project. This project is part of the ongoing maintenance of the sanitary sewer system throughout the Township. We are utilizing using a TV camera system to identify defective areas of the sewer lines so they can be replaced or repaired. This will help the Township with keeping rain and ground water out of our treated sewer system.

This week we will be conducting our televising and cleaning by Utility Services Group on the following streets:

Bradford Land, Dawn Drive, Sturbridge Lane, Keith Lane, Barry Avenue, Allen Way, Whitney Place, Stoney Creek Avenue, Eric Lane, Jackson Street.

The whole project is expected to take two to three months to complete. Please use caution when you see crews working in an area.

Upper Gwynedd Under Attack

For those who have been following Upper Gwynedd RC you likely have seen news stories and communications about our efforts to fight an attempt by county, state and national party leaders to urbanize the suburbs. On this issue, to bring high density subsidized housing to Upper Gwynedd. This push is going on around the country thinking their party will grow if they can bring the big city's lifestyle (lies and failures) out to beautiful Upper Gwynedd Township.

This issue is not about one small property in a mostly light industrial area on Church Road. What needs to be understood is the changing of zoning for one project opens the flood gates for future and larger projects while simultaneously taking away our ability to stop them.

It’s important to know a couple of facts. The developer is from NJ with no connection to Upper Gwynedd ... The develop has been offered a grant of $1.3 million dollars without having provided to our commissioners a single word in terms of a proposal or plan (at least that is what we have been told) ... While the phrase "low income" is avoided at all costs, subsidizing housing creates same. Our commissioners, being of one mind and our influenced not by the citizens they represent but rather by the party that they serve have avoided comment and have denied knowledge. It's important to note that the lack of balance in the 5 member board lets them get away with this lack of transparency.

Important: The Commissioners have announced that the developer will do a presentation with the status of the project to date this Monday night at the BOC Work Session Meeting (7PM to 9PM) at the Upper Gwynedd Township Building We would like to fill the room with anyone who is concerned about this potential adverse change to our township. (Worth noting that this is a “Status Update” on a project that they say doesn’t exist).

Haines Run Streambank Restoration - Phase I

Upper Gwynedd received a $250,000 grant from MontCo for its proposed construction of stream bank stabilization measures along Haines Run. The project also includes the construction of a storm water detention basin and regrading of drainage areas.

Phase I is primarily a study for the purpose of protecting the banks from erosion and to control flooding.

Press Release - by Upper Gwynedd Township Republican Committee

Without disclosure or discussion at the Board’s February 7,2022 Public Workshop Meeting the Upper Gwynedd Township Board of Commissioners are poised to appoint a Public Relations firm, Galiey-Murray at an initial expense of $ 30,000.00. This appointment if approved at their Public Meeting scheduled for Tuesday, February 15th will take place regardless of the fact that there appears to be NO evidence that the Township prepared a Request for Proposal where the scope of work would be defined by the Township. There is also NO evidence that the Township interviewed other firms or even considered other firms. The decision to hire Galliey-Murray seems exclusively based on the recommendations of several other area Townships who coincidentally are controlled by the Democratic party.

Based on the appointment rationale memorandum written by Township Manager, Sandra Zadell the first priority project for Galiey-Murray is to assist the Township with the controversial and unjustified Open Space acquisition of the Martin Tract located at South Broad and Allentown Road.

At the September, 2021 the Board of Commissioners Meeting the Board was fully prepared to begin the condemnation process on the Martin Tract. That evening, their action failed to be approved due the public statements made by a group of concerned citizens, and the objections of the property owner, Mr. Thomas Martin. Mr. Martin stated that he was not given the courtesy or even advised by the Township that the Board was going to condemn his family’s property. The Board of Commissioners seemed stunned and due to the fortuitous absence of one Board member the action failed with a 2-2 tie vote. The Commissioners are a five (5) member Board. After being fully prepared to condemn private property in September at an expense of $ 2.9 million the Board of Commissioners now believe they need the help of Public Relations Firm to justify their actions at the expense of at least $ 30,000.00 of tax dollars.

Upper Gwynedd Republicans question the need and secrecy that is at the heart of this proposed action. We urge the taxpayers of Upper Gwynedd to oppose this wasteful and unjustified expenditure of tax dollars.

Public statement on the Waste Water Meeting

The Upper Gwynedd Waste Water diversion project as we know is now completed. 100% of Upper Gwynedd waste water is now being treated at the Upper Gwynedd Township owned and operated advanced treatment plant located on Township Line Road.

It is important for all Upper Gwynedd township residents and business owners to recognize and acknowledge the role of previous Republican Board of Commissioners and Staff members who conceived, negotiated, planned and designed the project to separate the waste water relationship between Upper Gwynedd and Towamencin Townships beginning in 2014. This project resulted in the approximate 5 mile diversion of the entire flow from the western half of Upper Gwynedd to its expanded plant located on Township Line Rd.

The project to end the agreement with Upper Gwynedd Township and Towamencin Township required several years of very intense technical and financial study, permitting, negotiation, design and planning. All of this was completed by the previous all Republican Board of Commissioners and the professional staff. In fact, current Commissioners Liz McNaney and Denise Hull were critical of this project when they campaigning for election in 2017.

As we read the story in the April 14th edition of the Reporter about the current controversies in Towamencin Township regarding their potential sale of what remains an antiquated plant to a private for profit making concern, we here in Upper Gwynedd Township should remember to thank former Commissioners, Ken Kroberger, Tom Duffy, Clare Edelmayer, Steve Sands and Jim Santi for their vision, creativity and commitment to the long term best interest of Upper Gwynedd Township, its residents, businesses and institutions (including the North Penn School District.)

Haines Run Streambank Restoration

This Wednesday, January 18th, the Township's engineering firm, Remington & Vernick Engineers (RVE) will be on site completing tests pits and infiltration testing for the Haines Run Streambank Restoration project.

Micro-surfacing Schedule

UPDATE: Due to the weather, UGT's micro-surfacing will now begin tomorrow, 10/6, on the following roads: Blue Fox Drive, Huntingdon Place, Smallwood Place, Patterson (Steuben to Sullivan), & Sullivan Drive.

On Friday, 10/7, Mifflin Drive, Patterson (Steuban to Culdesac) & Steuban will be micro-surfaced.
